On December 13, 2024, Kateryna Melnykova and Vasyl Stratonov participated in a webinar titled "Unified State Qualification Exam (USQE) for Law: Challenges of 2024 and Prospects for Improvement." The event, supported by USAID Justice For All Activity, served as an important platform for discussing current issues related to the organization and conduct of the USQE, as well as the role of this exam in measuring the quality of preparation for future lawyers in Ukraine.
The webinar brought together professionals and educators working on improving legal education in the country and enhancing preparations for upcoming exams.
The goals of the event included:
Creating a platform for professional public discussion on the organization and implementation of the USQE for law specialties. Participants had the opportunity to thoroughly review the current challenges faced by USQE organizers, identify the most pressing issues related to its execution, and propose solutions. Important aspects discussed included improving test tasks, ensuring equal conditions for all candidates, and enhancing assessment procedures.
Reflecting on the current perception of USQE results as an indicator of the quality of training for students in Ukrainian law schools. It was crucial to assess how accurately the USQE results reflect the actual level of student preparation and to evaluate their significance as indicators of the effectiveness of academic programs in Ukrainian legal universities. Participants also discussed how USQE results could assist in improving curricula and teaching methodologies in law schools.
Discussing opportunities for improving preparation for the USQE 2025 and the role of stakeholders in developing the USQE as a tool for measuring the learning outcomes of higher legal education students. One key topic was refining preparation methods for future exams, providing more flexible and effective approaches for student readiness, and the role of all involved parties—universities, government agencies, certification bodies, and other stakeholders—in creating an efficient tool for assessing learning outcomes.
The event proved to be a vital opportunity for exchanging ideas and experiences among experts in the field of legal education reform in Ukraine. It also provided a chance to discuss critical issues in the preparation of future lawyers and the improvement of the USQE process.
