Anatolii Nitsoi (November 23, 1937 – August 18, 1996) was the Rector of the Kherson State Pedagogical Institute named after N.K. Krupska (1987 - 1996), PhD in Historyand a Professor.
Anatolii paid significant attention to improving the quality of the teaching staff. He initiated the "Personnel" program at the institute, which was planned until the year 2000 and aimed to prepare 37 doctors and 85 candidates of sciences. The program included a system for upgrading qualifications and granting sabbaticals to complete doctoral and candidate dissertations, as well as providing a 10-month internship.
Anatolii purposefully carried out one of the key tasks set by the reform of higher education—strengthening the institute’s material and technical base. New dormitory, the philology faculty building, and a modern cafeteria were put into operation. Two personal computer classrooms ("Yamaha") were established at the Physics and Mathematics Faculty, a language lab was created in the Foreign Languages Department, and a base for training computer science teachers was set up. Work on introducing electronic computing machines into the educational process was actively pursued. In 1991, an experiment was launched at the institute regarding the implementation of continuous teacher education. The preparatory department was reorganized into the Faculty of Pre-university Training.
The number of faculties increased from 6 in 1987 to 10 in 1996. Anatolii Nitsoi made a significant contribution to the creation of the Historical and Legal Faculty. New departments, postgraduate studies, master's programs, and the Kherson Academic Lyceum of the Kherson City Council at Kherson State Pedagogical Institute were established. In the 1990s, despite the difficult economic situation, the institute not only avoided complete stagnation but also continued to develop. Anatolii formulated the main task for the institute at that time: "We need to survive somehow." The institute was accredited by the Accreditation and Licensing Commission of the Ministry of Education of Ukraine at Level III.
During the years that Anatolii Nitsoi served as Rector of Kherson State Pedagogical Institute, significant changes took place in the life of our nation: the USSR dissolved, and Ukraine gained independence. The institute had to adapt to the realities of the new life, and all of this fell on the rector’s shoulders. Anatolii Nitsoi faced challenges that he, together with the staff, had to solve against the backdrop of economic and political problems.
For his many years of diligent work, Anatolii was awarded the "For Labor Valor" medal, the "For Labor Distinction" medal, the "Veteran of Labor" medal, and the A. S. Makarenko Medal.
