Storcheus Ruslan Oleksandrovych

Ruslan Storceus (January 11, 1979 – August 25, 2014) was the commander of the special patrol police battalion "Kherson".

Ruslan was born on January 11, 1979, in the city of Kherson to a family of workers. From 1986 to 1995, he attended Kherson Secondary School No. 30, and later, from 1995 to 1996, studied at the Kherson Academic Lyceum at Kherson State Pedagogical Institute.


From 1996 to 2001, he studied at Kherson State Pedagogical University, specializing in "Pedagogy and Methods of Secondary Education. Geography and Biology," and obtained qualifications as a teacher of geography, biology, and basic economics. He was actively involved in university public life. From October 2001 to March 2003, Ruslan worked as a legal advisor at the Kherson Electromechanical Plant. From May 2003 to July 2005, he was the head of the legal department of the Kherson Electromechanical Plant. From July 2005 to August 2006, he held the same position at the closed joint-stock company "Kherson Electromechanical Plant." From September 2006 to May 2008, he worked as the head of the legal office of the closed joint-stock company "Kherson Electromechanical Plant." From 2004 to 2009, he studied at the Kherson Law Institute of the Kharkiv National University of Internal Affairs and earned a degree in "Law" as a legal specialist. From July 2008 to March 2009, he was the head of the legal department at the limited liability company "Khersonavtotrans." From March to September 2009, he was the head of the economic security service, control, and legal support at "Khersonavtotrans." From September to October 2009, he returned to the position of head of the legal department at "Khersonavtotrans." From October 2009 to April 2011, he worked as a legal advisor in the legal support and claims litigation group of the Kherson branch of the open joint-stock company "Generali Garant." From April 2011 to May 2014, he was a legal advisor in the legal support and claims litigation group of the Kherson branch of the private open joint-stock company "Ukrainian Insurance Company 'Garant-Auto.


Ruslan was an active participant in the Orange Revolution and the Revolution of Dignity (Kyiv), as well as the People's Self-Defense of the city of Kherson. After the events in Crimea and the terrorist attacks in the East, Ruslan, without hesitation, enlisted as a volunteer in the special patrol police battalion "Kherson" of the Ministry of Internal Affairs of Ukraine in Kherson Oblast. In May 2014, he was appointed commander of the special patrol police battalion "Kherson" of the Ministry of Internal Affairs of Ukraine in Kherson Oblast.


On August 25, 2014, in the area of Ilovaisk, Donetsk Oblast, the vehicle carrying Ruslan Storceus was ambushed, shot at with a grenade launcher, and caught fire. He died on the spot from the injuries sustained.


For his personal courage and heroism in defending Ukraine's state sovereignty and territorial integrity, as well as his loyalty to the military oath, Ruslan Storceus was posthumously awarded the Order of "For Courage" III degree by the Decree of the President of Ukraine No. 838/2014.
