In 2024, despite a significant reduction in funding under the budget program 2201040 “Scientific and scientific and technical activities of higher education institutions and research institutions” (general fund), Ukrainian universities actively sought compensatory mechanisms by expanding participation in grant activities.
Based on information from open sources — in particular, data from the EU information system CORDIS (Community Research and Development Information Service), the EACEA Projects Results platform, the Ministry of Education and Science of Ukraine, and the National Research Foundation of Ukraine — the Center for International Projects “Euroosvita” formed an updated rating of the effectiveness of the participation of Ukrainian higher education institutions in scientific project competitions in 2024.
The assessment was carried out according to the methodology of the previous year (https://euroosvita.net ( https://euroosvita.net/index.php/?category=1&id=8163 )) with a slight adjustment of the weighting coefficients — in particular, the significance of participation in Horizon Europe projects was increased. To calculate the participation rate in state-ordered projects (SDC), data from the order ( https://mon.gov.ua/npa/pro-zatverdzhennia-pereliku-proiektiv-fundamentalnykh-naukovykh-doslidzhen-prykladnykh-naukovykh-doslidzhen-vykonavtsiamy-iakykh-ie-zaklady-vyshchoi-osvity-ta-naukovi-ustanovy-shcho-nalezhat- ) of the Ministry of Education and Science of Ukraine dated 02/25/2025 No. 369 was used.
Compared to 2023, the positions of the leaders have changed:
🔹 Taras Shevchenko National University of Kyiv, having won in 57 projects and becoming a leader in all six nominations, took first place.
🔹 Lviv Polytechnic National University with 29 winning projects also demonstrated victory in all six nominations and took second place in the ranking.
🔹 Igor Sikorsky Kyiv Polytechnic Institute National Technical University of Ukraine, last year's leader, dropped to third place, having also won grants in all six nominations.
These three universities became the only HEIs that won in all nominations.
🔹 V. N. Karazin Kharkiv National University won in five nominations and took fourth place.
🔹 The National University of Life Resources and Environmental Sciences of Ukraine, the winner in four nominations, rounded out the top five.

Methodology
Rating R K for a single HEI will be calculated using the following formula:
R K = 0.325K HOR + 0.2K KA2 + 0.2K NFDU + 0.15K DZ + 0.1K MV + 0.025K BL

Calculation of R K is carried out according to the following method:
1. In accordance with the data obtained from open sources, the number of projects won in the competition under the HORIZON Europe program ( N HOR ), the Erasmus KA2 program ( N KA2 ), projects of the National Research Foundation of Ukraine ( N NFDU ), projects by state order ( N DZ ), projects of young scientists ( N MV ), bilateral projects ( N BL ) is determined and the maximum values among all HEIs are highlighted N HOR,max , N KA2,max , N NFDU ,max , N DZ , max , N MV,max , N BL,max .
2. Indicators K HOR , K KA2 , K NFDU , K DZ , K MV , K BL are calculated by reducing the corresponding obtained value to a unit basis according to the formulas:
