Study with a training voucher

Voucher programme

Internally displaced persons (IDPs) and individuals aged 45+ can apply for an education voucher from the Employment Service, which may cover a significant part of the tuition fee for the “Public Administration” programme.

Specific conditions, eligible fields of study and funding amounts are updated annually. You can check the current information:

  • at the Employment Centre at your place of residence;
  • at the Kherson State University Admissions Committee;
  • at the Career Centre and Office for International/Project Programmes (for combining with grant opportunities).

Dual education: work + study

Dual format

Part of the study plan can be completed directly at your workplace: in local self-government bodies, public authorities, project offices or NGOs.

  • an opportunity to work officially and study at the same time;
  • recognition of part of your internship and courses through real work tasks;
  • individual / flexible schedule according to the curriculum.

The possibility of dual education is discussed individually. In the applicant form, please indicate that you are interested in studying with a voucher or in a dual format — and the team will contact you for a detailed consultation.

About the programme

Public Administration

The programme is aimed at developing systemic knowledge and practical competences in the design, implementation and evaluation of public policy, strategic management, digital governance, public finance and legal support of public service.

Students study policy analysis, leadership, change management, communication in the public sector, ethics and human resource management, with special attention to innovative management technologies, e-democracy and European integration processes.

Thanks to an interdisciplinary approach, graduates are able to act effectively in a rapidly changing environment, ensuring sustainable development of communities, territories and public institutions.

A Bachelor’s programme is planned with a focus on community governance, regional development, digital governance and the recovery of Kherson region and other post-conflict territories.

  • 240 ECTS, approximately 3 years 10 months

Master’s programme (1 year 4 months)

A second-cycle (Master’s) degree programme that provides both fundamental and practice-oriented training in public administration.
