Competition for joint Ukrainian-Lithuanian research projects for 2026-2027

The theme of the competition: “Ukrainian-Lithuanian Scientific Cooperation to Strengthen Security, Resilience and Promote Integration”.

The Ministry of Education and Science of Ukraine, the Ministry of Education, Science and Sports of the Republic of Lithuania, and the Lithuanian Research Council announce a competition for joint Ukrainian-Lithuanian research projects for 2026-2027. Applications will be accepted from March 10 to May 12, 2025.

Priority research areas:

Secure Infrastructure

- critical cybersecurity measures for critical infrastructure, including government agencies and financial systems.

- Technologies for protection against chemical, biological, radiological, nuclear and natural threats.

- border security technologies - advanced surveillance and detection systems.

 

A Resilient Society And State

- functioning and capacity of public authorities for post-war reconstruction and recovery.

- Solidarity and mutual trust in society.

- Culture as a factor of resilience of society and the state.

- Strengthening democratic values and society's resistance to disinformation.

- Restoration of the polluted environment (soil, biocenoses, forests, water resources, air).

- Researching methods of restoring the economy, agriculture and the environment after military conflicts and man-made accidents.

A Safe Person

- community security initiatives: security in cities and villages, crime prevention, rapid response to emergencies.

- Mental health support systems: development of programs to help people affected by the conflict, including trauma counseling.

- innovations in personal protective equipment (design and production) for civilians in conflict zones.

- Health: access to emergency medical services, innovations in telemedicine, public health initiatives.

- research and development of new educational programs in the areas of defense, man-made crises, risk assessment, environmental restoration and public health.

 

Who can apply:

The competition is open to research groups of higher education institutions and scientific institutions of Ukraine and Lithuania.

 

📌 Applications are submitted through the National Electronic Scientific and Information System until May 12, 2025 (17:00).

📌 Funding covers travel, accommodation, research and salaries of Ukrainian scientists.

📌 The selection stages include document verification, scientific examination, and evaluation by a joint Ukrainian-Lithuanian commission.

The application form shall be filled out in the System in Ukrainian and English in one file (requirements for all points of the application are given in the application file).

 

The following scanned copies of the original documents in PDF format must also be attached to the completed application form.

- Cover letter. Requirements: on the letterhead of the applicant institution, addressed to the Ministry of Education and Science, a free-form text indicating the name of the joint project, priority area, names and surnames of Ukrainian and Lithuanian researchers, a list of attachments. It must be noted that the Ukrainian supervisor works at the main place of work at the applicant's HEI/NA and has been in Ukraine for at least 6 months in the last 12 months, and that research on the project topic is not funded from the state budget within the framework of other competitions.

- A confirmation letter from the Lithuanian project partner organization. Requirements: on the letterhead of the partner institution, addressed to the head of the applicant HEI/NA, a free-form text indicating the name of the joint project, which must match the name of the project in the application form, the names and surnames of the Lithuanian and Ukrainian supervisors.

- A document stating that the application and its annexes do not contain information with restricted access. Requirements: A document stating that the materials of the project proposal do not contain information with restricted access, text in any form.

- CVs of the Ukrainian and Lithuanian project supervisors. Requirements: The CV of the supervisor from Ukraine is to be prepared in two languages - Ukrainian and English, the CV of the supervisor from Lithuania - only English is sufficient.

- Certificate of border crossing by the supervisor

- Form “Ethical issues related to the project activities”

 

The participant recognized as the winner of the competition is obliged to submit the original documents in paper form to the Ministry of Education and Science when signing the research contract.

The organizers will consider only those applications that are completed in accordance with the specified requirements and submitted on time.
