KSU Presented Research on Public—Private Partnerships at the Forum on Sustainable Community Development in Ostroh

The scientific-practical Forum “Financial Support for Sustainable Development of Territorial Communities,” held on 19 November 2025 at the National University of Ostroh Academy, brought together leading researchers, local development experts, and representatives of government and communities to discuss the financial resilience of Ukrainian territories during wartime and in the post-conflict period.

Among the participants was Dr. Victoria Petrenko, Associate Professor and Head of the Department of Finance, Accounting and Entrepreneurship at Kherson State University. She delivered a presentation entitled “Public–Private Partnership as a Driver of Economic Recovery in Post-Conflict Territories of Ukraine,” highlighting that modern PPP models are crucial for rebuilding de-occupied territories, restoring economic activity, and strengthening the investment attractiveness of local communities.

In her presentation, Dr. Petrenko outlined the potential of cooperation between the state, local communities, and business in restoring critical infrastructure, developing local entrepreneurial ecosystems, attracting investment, and creating new economic opportunities after the war. She emphasised cases from affected Ukrainian regions, pointing out the importance of combining local budgets, international technical assistance, and private capital to ensure sustainable development.

Discussions within the Forum covered issues of fiscal decentralisation, identifying additional financial resources for communities, modern approaches to strategic planning, and strengthening the institutional capacity of local self-government. The event served as a platform for shaping practical solutions that Ukrainian communities can apply today.
